The Project: Eastbourne Insulation Scheme
As specialists in home insulation services in October 2006 Eaga were appointed as managing agents for Eastbourne Borough Council, to run the Eastbourne Insulation Scheme.
The aim of the project was to reduce fuel bills and fuel poverty in the district. To achieve this aim, and to make a significant reduction in the fuel bills, the houses were insulated to a good standard, over 60's living in private sector homes within the borough, were entitled to free Cavity Wall and Loft Insulation.
As scheme manager, it was our responsibility to:
- provide all administrative functions relating to the operation of the scheme
- appoint and manage insulation sub-contractors to install loft and cavity wall insulation
- obtain EEC funding to maximise the number of measures installed within the allocated budget
- ensure householders in receipt of a qualifying benefits had insulation measures funded via EEC/CERT or Warm Front
- provide a call centre facility for referrals and enquiries
- produce regular reports and scheme information relating to the contract performance.
The Scheme was promoted in the local press and qualifying householders were targeted by letter to apply for a free, no obligation home survey. Eastbourne Borough Council also generated referrals and raised awareness of the project to residents within the borough.
All eligible properties were surveyed for insulation measures and received energy efficiency advice, a level zero SAP survey and decent homes survey. In addition, customer satisfaction questionnaires were sent to all 897 householders receiving measures under the scheme. To date 48.9% have responded and 90.21% rated the quality of the work carried out by the installer as excellent or good.
In total, 897 Eastbourne residents have benefited from 1,251 free insulation measures under the scheme, thus improving the thermal comfort of their homes and reducing their fuel bills. This partnership has assisted the local authority in delivering their cavity wall and loft insulation works as required under the Home Energy Conservation Act, and provided SAP levels and data on the decency of these homes within the borough.
Following the success of this scheme, and the quality of our work, we have now embarked on 2 other phases included external wall insulation and renewables as part of the contract.
